If you’re a landlord in Romford, Essex or anywhere in England, you are legally required to have a Gas Safety Certificate (formerly known as a CP12) for every rental property with gas appliances. Failure to comply can result in fines of up to £6,000, imprisonment, or even manslaughter charges if a tenant is harmed.

What Is a Landlord Gas Safety Certificate?

A Landlord Gas Safety Record (LGSR), commonly called a CP12, is an official document that confirms all gas appliances, fittings and flues in your rental property have been safety-checked by a Gas Safe registered engineer within the last 12 months.

Who Needs One?

You need a gas safety certificate if you are:

  • A private landlord renting out property
  • A letting agent managing properties on behalf of landlords
  • An HMO (House in Multiple Occupation) owner
  • A housing association or social landlord
  • Renting out a room in your own home (in most cases)

Note: Even if your property has no gas supply, it’s good practice to have this documented to prove compliance.

What Does the Gas Safety Check Include?

During a landlord gas safety inspection, our Gas Safe engineer will check:

For Each Gas Appliance (boiler, cooker, fire, etc.):

  • ✅ Gas tightness and pressure tests
  • ✅ Burner pressure and gas rate
  • ✅ Flue flow and spillage tests
  • ✅ Ventilation requirements
  • ✅ Safety device operation
  • ✅ Visual condition check

General Checks:

  • ✅ Gas meter and emergency control valve
  • ✅ Pipework condition (visible sections)
  • ✅ Carbon monoxide alarm (recommended)

How Often Do I Need One?

Gas safety checks must be carried out every 12 months. However, you can have the check done up to 2 months early without losing your renewal date (this is called the “2-month window”).

Example: If your current certificate expires on 1st October, you can have the new check done any time from 1st August onwards, and your new certificate will still be valid until 1st October the following year.

Your Legal Obligations as a Landlord

  1. Annual inspection — Every 12 months by a Gas Safe registered engineer
  2. Provide copy to tenants — Within 28 days of the check, or before they move in
  3. Keep records — Retain copies for at least 2 years
  4. Maintain appliances — Ensure all gas appliances are safe and properly maintained
  5. Provide to new tenants — Before they move in or within 28 days

Penalties for Non-Compliance

  • ❌ Fine of up to £6,000
  • ❌ Up to 6 months imprisonment
  • ❌ Invalidation of your landlord insurance
  • ❌ Inability to serve Section 21 notice (eviction)
  • ❌ Manslaughter charges if a tenant dies from CO poisoning
  • ❌ Civil claims from injured tenants

What Happens If an Appliance Fails?

If our engineer finds an appliance is unsafe during the inspection:

  1. The appliance will be classified as “At Risk” (AR) or “Immediately Dangerous” (ID)
  2. Immediately Dangerous: The appliance will be disconnected and capped off on the spot
  3. At Risk: You’ll be advised to get it repaired before use
  4. The issue will be recorded on the gas safety record
  5. You must arrange repair or replacement before the tenant uses it

Carbon Monoxide Alarms — New Requirements

Since October 2022, landlords in England must also provide a carbon monoxide alarm in any room with a fixed combustion appliance (excluding gas cookers). This includes rooms with:

  • Gas boilers
  • Gas fires
  • Wood-burning stoves
